Tequila Regulatory Council

Established on May 17, 1994 as a non-profit organization, the Tequila Regulatory Council A.C. (CRT) is a civil organization that brings together the actors of the Agave Tequila Chain, such as: agave producers, Tequila producers, bottlers, distributors, marketers and government agencies.

The CRT’s policies and procedures are aimed at promoting balance within the Tequila agroindustry. With a comprehensive approach, all actors in the Productive Chain are treated with equity and equality, avoiding discrimination at all times.

One of our main roles is to safeguard the Appellation of Origin of Tequila, both nationally and internationally, to guarantee its authenticity to consumers. We also generate timely, truthful and useful information to the Agave-Tequila production chain, which contributes to the creation of a better industry.

The CRT is approved by the General Bureau of Standards of the Ministry of Economy and is accredited by the Mexican Accreditation Entity A.C. to perform its duties as an Inspection Unit, Testing Laboratory and Certification Body and Greenhouse Gas Certification and Verification Body (Approved by PROFEPA).

Quality Policy

The services provided by the CRT must be of the highest technical level, with an outstanding quality of service, based, above all, on honesty, confidentiality, impartiality, professional ethics and continuous improvement.

The CRT believes it is essential to perform its duties with impartiality and transparency so that the decisions made do not affect any of the sectors that comprise the production chain.

Therefore, the policies and procedures established by the CRT to achieve its objectives must be documented, clear, precise and known by all those involved.

CRT personnel must be fully aware of their duties and responsibilities and must be provided with the necessary training and material resources for the proper performance of their activities, the achievement of their objectives and compliance with current ISO standards 17020, 17025, 17065, 14065 and 17029, applicable to the organization.

Pro-Integrity Policy

The Executive Secretariat of the Federal Government through the National Anticorruption Secretariat and the Government of the State of Jalisco, through the State Comptroller’s Office, created the Pro-Integrity program. The CRT obtained this distinction in 2023 for its personnel and its corresponding work areas that follow guidelines aimed at eradicating all forms of corrupt conduct.

The Tequila Regulatory Council strictly prohibits bribery and corruption in all its forms, and therefore all its members are committed to establish, comply with and maintain Pro-Integrity procedures, in accordance with the provisions of the current integrity and anti-corruption legislation.

ORGANIZATIONAL STRUCTURE

The Tequila Regulatory Council (CRT) is an organization that includes agave producers, Tequila producers and specialists in the field that are part of technical and administrative committees. These committees make decisions regarding production, trade and compliance inspection of the standards established to produce Tequila, aimed at safeguarding the quality, authenticity and prestige of this beverage both nationally and internationally.

Entrepreneur and philanthropist, Mr. Miguel Angel Domínguez has held various positions in leading companies and organizations. His 40-year legacy at Grupo Modelo and his contribution to the global growth of this corporation has earned him several awards and honors for his performance. In addition to being State Delegate of the Mexican Red Cross, he chaired the IJAS and actively participated in the Institute for Children’s Protection. He has received multiple honors for his altruistic work. As President of the CRT, he has promoted the growth of Tequila exports and sustainability in the production of blue agave.

The activities of this area are as follows:

  • Monitoring: Together with the support of distributors and the Mexican Government Representatives, we monitor physical and online points of sale. We work to ensure that only products certified by the CRT are marketed as Tequila.
  • Tequila Appellation of Origin Registrations: We bolster recognition and legal protection, which allows us to report and take action against products that attempt to take undue advantage of the Tequila name.
  • Regulations: We collaborate with the Mexican Government to harmonize international standards with the Official Mexican Tequila Standard. In addition, we contribute to reducing or eliminating non-tariff barriers to Tequila in foreign markets.
  • Culture: We offer training programs on Tequila Culture, including courses on regulations, history, classification and tasting techniques.

The activities of this area are:

  • Coordinate the National Program for Ongoing Monitoring of Alcoholic Beverages, by monitoring the products marketed and advertised in various media, including digital media, to detect, inform and execute the appropriate actions on those alcoholic beverages that allegedly do not comply with the applicable regulations.
  • Follow up on Tequila brands and alcoholic beverages containing Tequila, linked to certified products.
  • Receive complaints (anonymous) that are forwarded to the corresponding authority for follow-up.
  • Promote and disseminate Tequila Culture, as part of our social responsibility and commitment, by means of multi-thematic Professionalization Courses aimed at diverse sectors, including the general public.

The activities of this area are:

  • Perform risk analysis to detect and identify actual and potential threats in order to recommend the best operational actions and the right performance of the activities of the collaborators.
  • Coordination of the current internal civil protection program in force, certified and approved by the municipal Civil Protection and Fire Department of Zapopan, in the event of natural disasters and/or accidents at work.
  • Coordination of the activities of the Safety and Hygiene Committee, which through reports and evidence assist in the maintenance of the facilities.

The activities of this area are:

  • Collaboration with Mexican customs and foreign trade authorities in the protection of Tequila and its Appellation of Origin.
  • Close relationship with customs agents to strengthen and facilitate Tequila exports.
  • The CRT is accredited by the National Customs Agency ANAM, as an observer in the 50 customs offices in the country.
  • The CRT is represented by the Customs Finished Product Assurance in the WCO's Private Sector Consultative Group, and in the WCO's Regional Private Sector Customs Group for the Americas and the Caribbean.
  • We generate information sheets on requirements and/or regulations of Tequila importing countries.
  • We work with ANAM to issue International Alerts in protection of Tequila’s Appellation of Origin.

The activities of this area are:

  • Coordinate research, practices and sustainable projects of the Agave Tequila Production Chain, to achieve the commitments established in the Sustainability Strategy presented in 2016. The goals for the year 2030 are to reduce the direct carbon footprint, increase renewable energy consumption, increase renewable electricity consumption, decrease water consumption and increase the percentage of treated water.
  • Lead the Agave Tequila Production Chain towards the decarbonization of the industry as well as the efficient use of water and the implementation of sustainable agricultural practices. By 2027, achieve zero deforestation in all Tequila production through the ARA certification label, make waste treatment more efficient, strengthen social programs and contribute to the economic development of the territory of the Tequila Appellation of Origin.

We are an accredited Certification Body for the Verification of Greenhouse Gas Emissions (OCVGEI), based on ISO 14065:2020, ISO 17029:2019 and ISO 14064-3:2019 standards, which allows us to offer our GHG inventory verification services for mandatory compliance or voluntary verifications in several programs in Mexico and other countries.

Since 2017, CRT's OCVGEI is approved by the Federal Attorney's Office for Environmental Protection (PROFEPA) to perform verifications of GHG inventories reported in the Annual Operation Card under the National Emissions Registry (RENE) and SEMARNAT's Emissions Trading System in the Energy, Industrial, Transportation, Waste, and Trade and Services sectors. To guarantee that the verified GHG information is true and fair, the CRT's OCVGEI adheres to the principles of impartiality, evidence-based approach, fair presentation, documentation and conservative attitude.
